Region 05
Middle East.
Alpha Federal supports defense and interior ministries across the Middle East with border and critical-infrastructure surveillance, maritime domain awareness and counter-unmanned-systems detection, designed around localization requirements from the outset rather than retrofitted to them.
A technically demanding, well-resourced market
Gulf and wider regional customers buy sophisticated capability, evaluate it rigorously, and have seen most of what the international market has to offer. Presentations that work elsewhere do not work here. The expectation is specific performance figures, a credible sustainment plan, and a clear answer on what is actually releasable under export control before anything is proposed.
That last point saves everyone time. A capability described in a briefing and then withheld at licensing damages a relationship more than never having offered it.
The operating problem
Long land borders through desert and mountain, extensive coastlines on strategically narrow waterways, and critical energy infrastructure that is both dispersed and impossible to hide. The threat set runs from smuggling and irregular crossing through to state-adjacent actors with capable uncrewed systems and precision effects.
Small uncrewed aircraft are the change of the last several years. Energy facilities, airfields and border posts now face a threat that is cheap, numerous, difficult to attribute and hard to engage legally and safely near infrastructure and people. Detection alone does not solve it. The system has to identify, decide and respond inside a very short window, and it has to leave a record that supports the decision afterward.
Counter-UAS and uncrewed systems
We supply, integrate, sustain and train across this whole area. Counter-UAS detection and defeat at fixed sites and on mobile mounts, integrated into the command structure the customer already runs rather than sitting beside it as a separate console nobody watches. Uncrewed aircraft sold outright, leased, or flown as a service. Uncrewed surface and underwater vehicles for harbor and approach monitoring. Operator training on our systems or on the customer’s.
The integration is where these programs usually fail. A detection system that alerts to a screen in a room without the authority to act has added latency, not capability.
Localization is the deal
Several states in the region now require meaningful in-country industrial participation on programs of any size — local assembly, local maintenance, local training capacity, and employment of nationals in technical roles. This is enforced and audited.
We treat it as the design premise rather than a compliance annex. A program structured so that the maintenance and training capability lands with a local partner from the first milestone satisfies the requirement honestly and produces a better-supported capability. A program that satisfies it on paper through a nominal local entity produces neither.
Infrastructure and climate
Basing quality is generally excellent, which removes a constraint that dominates our work elsewhere. Heat and dust replace it. Sustained high ambient temperature reduces take-off performance and loads the cooling requirement for everything in the cabin; dust drives filtration, shortens inspection intervals and degrades optics.
An aircraft and sensor package specified against temperate-climate figures will underperform here in a way that shows up as availability, not as a spec sheet argument. We size for the summer case.
How programs get bought
Direct commercial sale with the ministry, government-to-government where the capability requires it, offset and joint-venture structures where industrial participation is mandated. Timelines are compressed relative to Europe and decision authority is concentrated, which means a capable supplier can move quickly — and also that a poor first impression is difficult to recover from.
Threat picture
Border and territorial security against well-resourced actors, maritime and littoral surveillance in some of the most contested water in the world, and critical-infrastructure protection where a single successful attack has strategic consequences. Small unmanned aircraft have shifted the problem substantially: detection and attribution of low, slow, small targets is now a standard requirement rather than a specialist one. Terrain runs from open desert, where the limiting factor is area rather than concealment, to dense urban environments where it is the opposite.
Procurement realities
Better funded than most regions and correspondingly more demanding. Buyers are sophisticated, frequently already operate advanced capability, and evaluate against a high technical standard. Offset and localization requirements are common and often decisive — the expectation is increasingly that a meaningful share of the work, and eventually the capability itself, is performed in country. Export licensing is the most significant practical constraint on what can be offered, and it is settled before a payload is proposed rather than after.
What a program looks like here
Higher technical specification, and capability transfer treated as a requirement rather than an aspiration. Localization expectations mean a program is designed from the outset around in-country maintenance, training and eventually integration. Interoperability with existing systems — frequently a mixed fleet of Western and regional equipment — matters more here than almost anywhere, and an architecture that cannot ingest what the customer already fields will not be selected regardless of its own merits.

Operating conditions
The constraints that decide the design.
- Heat
- Sustained high ambient temperatures cut take-off performance and drive cooling requirements for sensor and rack equipment. Summer availability is a design case, not an edge case.
- Dust
- Filtration and inspection intervals dominate the maintenance plan. Turbine life and optics both pay for it.
- Localization
- In-country assembly, maintenance, training and job creation are contract requirements in several states, not preferences.
- Export control
- Sensor class, resolution and signals capability are gated by licensing. Confirm what is releasable before it is proposed.
- Counter-UAS
- A standing requirement at energy infrastructure, airfields and borders rather than an emerging one.
Common Questions
What is the counter-UAS requirement in the region?
Standing rather than emerging. Energy facilities, airfields and border posts face a threat that is cheap, numerous, hard to attribute and difficult to engage safely near infrastructure and people. Detection alone does not solve it — the system has to identify, reach the authorized decision-maker and respond inside a very short window, and leave a record that supports the decision afterward. Integration is where these programs usually fail, not sensing.
How do localization requirements affect a program?
They are the design premise, not a compliance annex. Several states require meaningful in-country assembly, maintenance, training capacity and employment of nationals, and it is enforced and audited. A program structured so the maintenance and training capability lands with a local partner from the first milestone satisfies the requirement honestly and produces a better-supported capability. Satisfying it through a nominal local entity produces neither.
Why does export control come up so early in your proposals?
Because arriving with a capability that is later withheld at licensing costs more credibility than never having offered it. Sensor class, resolution, signals capability and data-link security are all gated. We establish what is releasable before proposing, and where something is not releasable we say so at the outset and discuss what is.
How does climate affect platform and sensor selection?
Summer is the design case, not an edge case. Sustained high ambient temperature reduces take-off performance and loads the cooling requirement for everything in the cabin, and dust drives filtration, shortens inspection intervals and degrades optics. A package specified against temperate figures underperforms here in a way that shows up as availability rather than as a specification argument.
Do you sell uncrewed systems or operate them as a service?
Both, and we train operators on either. Uncrewed aircraft sold outright, leased, or flown as a service; uncrewed surface and underwater vehicles for harbor and approach monitoring; counter-UAS detection and defeat at fixed sites and on mobile mounts. Where a customer already owns systems, we train and sustain on those rather than replacing them.
Capabilities in this region
What we are usually asked for here.
- Border & Territorial Security Every border security problem is different. We assess your terrain, threat profile and existing capability, then configure the solution that fits.
- C2 & Intel Fusion Collection generates value only when it reaches the people who can act on it, in the right format, at the right time, through systems they understand.
- Sovereign Capability Development Genuine capability development means your people continue to own and operate every aspect of the mission solution after we leave.
- ISR & Airborne Intelligence Persistent, wide-area airborne intelligence, from tasking through dissemination, managed as a complete program.
