Capability Assessment.
A capability assessment is Alpha Federal's paid first step: a structured examination of the requirement, the existing force structure and the procurement authority available, producing a program design you can take to your own approvals process. The fee is credited against follow-on work.
We show up with questions, not presentations.
Most defense engagements begin with a vendor presenting what they sell. That order of operations is why so many programs end up structurally wrong: the capability is chosen before the requirement is understood, and everything downstream inherits the error.
A capability assessment inverts it. Before any equipment or platform discussion, the assessment establishes:
- What the requirement actually is — the operational problem in the customer’s terms, not translated into a product category.
- What already exists — force structure, equipment, communications, facilities, interagency relationships and the personnel who would operate the capability.
- What the procurement environment allows — the acquisition authority genuinely available, the approval path, and the realistic timeline through it.
- What can be sustained — because a capability that cannot be maintained after handover is a liability rather than an asset.
Why it is paid
A free assessment is a sales call, and both sides know it. Paying for the assessment changes what it can be: the customer gets an honest answer, including “this is not the right program” or “you do not need us for this”, without the commercial pressure that makes that answer difficult to give.
The fee is credited against follow-on work, so a customer who proceeds pays nothing extra for the analysis, and a customer who does not proceed still owns a program design they can take elsewhere.
Common Questions
What does a capability assessment cost?
A fixed fee against a defined scope, quoted before any work starts, and credited in full against the program that follows if you proceed. We do not publish a band because the scope varies — a single-country assessment covering one capability area is a different piece of work from a regional review across several. You will have the number before you commit to anything.
How long does it take?
Two to four weeks for a single-country assessment covering a defined capability area, including time on the ground. Longer than that usually means the scope was not tight enough at the start, and we would rather narrow the scope than extend the schedule.
What do we receive at the end of it?
A program design you can take into your own approvals process: what the requirement actually is in your terms, what your existing force structure and equipment already provide, what your procurement authority genuinely allows, and what can realistically be sustained after handover.
Is the fee really credited against follow-on work?
Yes, in full, and it is written into the assessment contract rather than offered verbally. The alignment is deliberate: it means you can treat the assessment as a genuine evaluation rather than a sunk cost, and it means we are not incentivised to stretch the study. You own the written output either way, whether or not you proceed.
What if the assessment concludes we should not run the program?
Then that is what it says. Paying for the assessment is what makes that answer possible — a free assessment is a sales call and both sides know it. We would rather tell you the program is wrong, or that you do not need us for it, than execute something we cannot deliver.
Can we take the assessment output to another supplier?
Yes. You paid for it. A customer who does not proceed with us still owns a program design they can take elsewhere, which is the point of charging for it rather than giving it away with conditions attached.
