GOCO
Government owned, contractor operated
You own the platform; we crew, maintain and sustain it.
Capability 04
Alpha Federal designs and builds command-and-control and intelligence fusion centers for partner-nation security forces — purpose-built architectures configured to your force structure, collection assets, communications environment and decision-making requirements, not generic operations centers.
Sensors produce data. Analysts produce assessments. Commanders produce decisions. The command and control infrastructure that connects those three functions, and keeps them connected under operational stress, is where programs succeed or fail.
Alpha Federal designs and builds C2 and intelligence fusion centers for partner-nation security forces. These are not generic operations centers — they are purpose-built architectures configured to your specific force structure, your collection assets, your communications environment and your decision-making requirements.
Program Structure
GOCO
You own the platform; we crew, maintain and sustain it.
Transfer
Configured and delivered so your people operate it independently. The end state we design toward.
A layered solution
These tiers are designed to work together, and each one works on its own. Most ministries already operate part of this picture. We integrate with what you run today and add only the layers you are missing.
What you collect today, where it lands, who reads it, and how long it takes to reach someone who can act. Most fusion problems are routing problems, and they are visible in the first fortnight.
Fixed-fee assessment, credited against what follows
Fixed, transportable or deployable. Sized to the shift pattern the mission actually demands rather than to the number of aircraft, because sustained operations fail on crew rotation long before they fail on equipment.
Built and handed over, or built and operated
Bringing airborne video, ground sensors, radar, position reporting and voice into one picture — including the systems you already run, which is usually the harder half.
Integrated into your existing architecture
Getting the product to the people who act on it, in the format and the language they work in, over links that survive the place they are operating in.
Designed, installed and sustained
The tradecraft that turns a screen full of feeds into a decision — tasking discipline, collection management, exploitation standards and reporting that a commander can use.
Embedded analysts, or standing up your own cell
Operators, analysts, watch officers and the technicians who keep the floor running, trained as a pipeline your institution runs after we leave.
Embedded instruction, to a defined transfer milestone
Program Deliverables
Collection, analysis and decision functions connected and kept connected under operational stress.
Airborne and ground feeds terminated inside your existing command structure.
Reporting cycles, product formats and dissemination routes designed around how your commanders decide.
Watch officers and analysts qualified on the architecture they will run.
Common Questions
That is the point of building one rather than buying one. These are purpose-built architectures configured to your force structure, collection assets, communications environment and decision-making requirements. A generic operations center that ignores what you already run creates a second picture competing with the official one, which is worse than no center at all.
No. Alpha Federal is not a software vendor and has no product to protect, so the stack follows the requirement and your existing environment. The constraint that actually matters is whether your people can operate and sustain it after handover, which usually argues for fewer moving parts rather than more capable ones.
The room is the fast part. Fitting out a facility with positions, displays, power and communications is a matter of months; producing the watch officers and analysts to staff it around the clock takes considerably longer, and retaining them is harder still. Programs that treat this as a construction project deliver an impressive empty room. The pipeline should start before the building does.
A mix, deliberately. Contractor watch officers carry the load at the start while partner-nation personnel work alongside them in the same seats rather than observing from behind. The ratio shifts on a schedule written into the contract, with defined competency checkpoints, until the floor runs without us. If that schedule is not in the contract, the mix never changes.
Treat the display and workstation estate as a five-year replacement cycle and the software as an annual license and support line. Communications — particularly satellite bandwidth — is usually the largest recurring cost and the one most often omitted from the original business case. We will put a recurring annual figure in front of you during the assessment precisely so it can be defended in a budget later.
By separation, and by deciding the classification boundaries before anything is installed rather than after. In practice that means physically and logically separate networks for different handling levels, controlled access to the space itself, and an accreditation process owned by the customer. Retrofitting separation into a fusion center that was built as one flat network is expensive and frequently ends in a rebuild.
